Tom Thorley is an advocate, speaker and technologist.
As the Director, Safety & Integrity at GitHub, Tom leads both engineering and analyst managers as well as individual contributors in key roles across Platform Health and Trust & Safety teams. His responsibilities include ensuring user safety, countering harassment, malware detection, content moderation, eradicating CSAM and TVEC on GitHub.
Tom is also Vice President of the Board for the SF Bay Area Internet Society Chapter, where he focuses on building an open and secure internet for all.
Tom worked for over a decade at the British government’s signals intelligence agency, GCHQ, where he specialized in issues at the nexus of technology and human behavior. At GCHQ, Tom built and operationalized data science teams to inform operations and discover counterterrorism threats. Tom then spent five years working with US government, military and intelligence agencies to coordinate intergovernmental relationships between the US and UK, as well as to provide expert consultancy on cyber issues, disinformation, technology strategy and operational planning. After leaving government service Tom became the first Director of Technology, Engineering and Solutions at GIFCT, where heworked to prevent terrorists and violent extremists from exploiting digital platforms, building GIFCT's Hash-Sharing Database and Incident Response Framework.
As a passionate advocate for responsible technology, Tom is a mentor with All Tech Is Human and Coding It Forward. Tom also allocates time for volunteerism with America On Tech and DataKind.
